VELCO's Technical Analysis of the Vermont Transmission System
In order to prepare each triannual update of the Vermont Long-Range Transmission Plan — Public Review Draft, VELCO must conduct a technical analysis of the transmissission system. The technical analysis is also used to fulfill VELCO's obligations to ISO-NE and the other New England transmission operators for participating in region-wide planning activities.
This page provides access to sections of the technical analysis that are available without restrictions. The sections of the analysis that containing detailed information about specific reliability issues constitute Critical Energy Infrastructure Information (CEII). VELCO has an obligation to restrict access to CEII to those individuals who have a legitimate reason for access and who sign a non-disclosure agreement.
The Federal Energy Regulatory Commission (FERC) defines CEII as specific engineering, vulnerability, or detailed design information about proposed or existing critical infrastructure (physical or virtual) that:
- Relates details about the production, generation, transmission, or distribution of energy;
- Could be useful to a person planning an attack on critical infrastructure;
- Is exempt from mandatory disclosure under the Freedom of Information Act; and
- Gives strategic information beyond the location of the critical infrastructure.
