Scope and Major Responsibilities
The Compliance Engineer is responsible for providing active oversight of activities related to compliance with Federal and Regional electric system reliability standards (i.e. Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Northeast Power Coordinating Council (NPCC), New England Independent System Operator (ISO-NE), the State of Vermont, and other agencies as applicable.
The position is an integral member of the Compliance team which is an essential, forward looking team whose aspiration is to not only meet the corporate compliance obligations but to enhance corporate culture, live its values, and to continuously develop the corporate compliance program in a creative, divergent, and innovative manner. The Compliance team is also responsible for leading, engaging and supporting employees across various departments in meeting their compliance obligations in a trusted, respectful, and transparent manner while simultaneously supporting the compliance team members in how to not only improve themselves, but the team as a whole.
The Compliance Engineer will maintain an awareness of evolving obligations and will evaluate, identify/define, develop, and communicate possible strategies/program framework regarding future obligations and assist with action plans for those affected. This position will be an expert for NERC standards, controls and best practices including the self-auditing of both the NERC Reliability and Critical Infrastructure Protection Standards and, in coordination with the Subject Matter Experts (SME), develop processes and procedures implementing the framework.
Conduct compliance oversight activities including:
Develop and maintain supporting compliance strategies, processes, procedures, and documentation evidence.
Lead functional teams or projects to coordinate FERC/NERC and other compliance activities across VELCO, including identifying and implementing systematic process improvements where appropriate.
Coordinate regulatory audit preparation activities across VELCO to ensure that potential non-compliance issues are identified and corrected.
Conduct internal assessments, identify, document and implement process improvements focused upon ensuring programmatic conformance and regulatory compliance. Identify potential programmatic risks/weaknesses and take action to institute required process steps to eliminate and/or mitigate the impacts of potential risks.
Working as/with tool administrators, SMEs, and other employees as necessary, support the development, coordination and enhancement of internal controls to support enterprise-wide compliance obligations.
Represent VELCO during compliance audits, spot checks, or investigations as necessary.
Identify and develop training for employees as needed on applicable compliance obligations and their roles and responsibilities.
Track and monitor all obligations and reporting requirements.
Support, develop and lead software tracking program to enhance the overall compliance program.
Monitor developing industry activities in preparation for future compliance related obligations. Initiate the development of reliability compliance policies and procedures and support Subject Matter Experts (SMEs) in their updates/enhancements as necessary. Working with the impacted department, applicable SMEs, and management develop, support, recommend and/or implement projects / programs / initiatives necessary to meet future standard requirements with a goal of ensuring VELCO is compliant on or before each new enforcement date.
Review and analyze internal incidents and alleged violations to determine the accuracy and completeness of the report and obtain additional information from VELCO employees or regional entity to conduct a thorough assessment of such violation.
Assist in reviewing, enhancing, implementing, and communicating VELCO’s internal compliance program, identifying key risks, and creating and role modeling the vision for the corporate compliance culture.
Represent the VELCO compliance team on various internal and regional committees, task forces, and other industry groups. Attend industry workshops, reviews, seminars, and training on a regular basis. Travel and overnight stays will be required.
Participate on key initiatives within the company and act as a point of contact between various VELCO Departments and the VELCO compliance team.
Perform other duties as assigned.
Education and Experience Requirements
A Bachelor’s degree in Engineering, IT or related discipline is required. Will also consider candidates with relevant combination work experience. Titling of role (Analyst, Engineer, etc.,) will be determined based on candidates’ credentials.
An effective communicator, the Compliance Engineer will possess strong analytical, interpretive, negotiation, organizational and project management skills. S/he will demonstrate a strong attention to detail and proficiency with technology-based obligation tracking tools. The Compliance Engineer will present to various committees, management, external regulators and industry associations. The individual who fulfills this position will have the ability to perform audits, conduct compliance investigations and internal controls evaluations.
The Compliance Engineer will have a firm understanding of energy utility operations and industry compliance programs, knowledge of State and Federal regulations, NERC reliability and critical infrastructure protection standards, NPCC regional standards and compliance obligations, FERC guidelines and company procedures/policies. S/he will have an awareness of the Federal Information Systems Management Act (FISMA) and National Institute of Standards and Technology (NIST); industrial control systems such as SCADA, DCS, EMS and networking TCP/IP; and Open Systems Interconnection (OSI) and their application in telecommunications.
