St. Albans, VT–Vermont Electric Power Company (VELCO) is inviting neighbors in the St. Albans area, and other interested people, to an informational session about a proposed project to upgrade the St. Albans substation, tap station and the connecting tap line. The meeting will be held Wednesday evening, May 10, 2017, from 6:00 p.m. to 7:00 p.m., at the St. Albans Town Office, 579 Lake Road in St. Albans, VT. VELCO construction and community outreach staff will explain the proposed project and answer any questions.

The meeting is one of several steps leading up to a formal request for a permit to construct the project from the Vermont Public Service Board. The Board requires that VELCO provide 45 days’ notice, including a detailed project description, to local select boards and other officials. This enables community leaders to review and discuss the project’s impacts with residents, and to provide input before the start of formal proceedings before the Board. VELCO provided the 45-day notice to the St. Albans Select Board and the Northwest Regional Planning Commission on May 1, 2017.

The St. Albans Project as proposed would replace outdated equipment within the substation, tap line and tap station. Work to be performed will include pole removal and replacement, equipment replacement, and a fence expansion to accommodate a new control building.

VELCO plans to formally apply to the Vermont Public Service Board for project approval on June 29, 2017. Subject to Board approval, construction will begin in in spring 2018, and be completed by fall 2018.
