VELCO to Propose Upgrade to West Rutland Substation; Information Session Scheduled September 15
West Rutland, VT—Vermont Electric Power Company (VELCO) is inviting neighbors of its West Rutland Substation, and other interested people, to an informational session about a proposed project to upgrade the facility. The meeting will be held Wednesday afternoon, September 15, from 5:30 to 6:30, at the substation, 3000 Pleasant Street, in West Rutland, VT. VELCO construction and community outreach staff will explain the proposed upgrade and answer any questions about the project.
The meeting is one of several steps leading up to a formal request for a permit from the Vermont Public Service Board to construct the project. The Board requires that VELCO provide 45 days’ notice, including a detailed project description, to local select boards and other officials. This enables community leaders to review and discuss the project’s impacts with residents, and to provide input before the start of formal proceedings before the Board. VELCO provided the 45-day notice to the West Rutland Select Board, the West Rutland Planning Commission as well as the Rutland Regional Planning Commission on August 11, 2010.
The proposed West Rutland Substation Upgrade would install two “capacitor banks,” equipment designed to control voltage when demand for electricity is high, and its associated controls. VELCO will expand the substation fence about 20 feet to the West on previously disturbed land to accommodate the additional equipment.
In September 2010, VELCO plans to formally apply to the Vermont Public Service Board for project approval. Subject to Board approval, construction will begin in May 2011 and be complete in October 2011.
