RUTLAND, VT. - [8/24/2026] - Vermont Electric Power Company (VELCO) today announced that José Sebastiao has been named Chief Operating Officer. Sebastiao brings more than 20 years of leadership experience across electric utilities, transmission infrastructure, asset operations, and technology. He succeeds Mike Fiske, who retired this month after more than 25 years with VELCO.
“José brings deep transmission and operational experience, a strong record of leading complex technical organizations, and a real understanding
of VELCO and the work ahead of us,” said Tom Dunn, VELCO President and CEO. “As we prepare for continued investment and change across Vermont and New England’s grid, José’s ability to bring people, technology and disciplined execution together will serve VELCO well. Just as importantly, he understands that our success starts with our people and our commitment to safety, reliability, and affordability. We are excited to welcome him back to the team.”
Sebastiao returns to VELCO after previously working with the company from 2007 to 2010 as Program Management Director for Electric Transmission through consulting organizations. During that time, he directed major transmission capital programs and managed more than $500 million in transmission investments.
Before returning to VELCO, Sebastiao built more than two decades of experience across utility operations, renewable energy and infrastructure. Most recently, he served as Vice President of Global Service Asset Operations Performance at Vestas Wind Systems, leading approximately 250 professionals responsible for 24-hour operations and asset performance across a global renewable energy fleet. He previously served as Chief Operating Officer of Utopus Insights, where he led global operations for an energy analytics and digital solutions business. Earlier in his career, he advised electric utilities through PwC’s Capital Projects and Infrastructure practice and led electric distribution operations and emergency restoration efforts at PECO Energy.

Sebastiao holds master’s degrees in Construction Engineering and Management from the Illinois Institute of Technology and in Structural and Civil Engineering from INSA in France. He and his family reside in Killington, Vermont.
