Project Highlights

VELCO operates the Vermont bulk electric system from the Rutland-based headquarters and is required by the North American Electricity Corporation to maintain a fully redundant control room in the event that the main control center is rendered inoperable. The New Haven Operations Facility will enable the VELCO Operations, Information Technologies, Energy Management System and Data and Communications facilities to continue the safe and reliable operation of the electric grid during an emergency. 

The project consists of the following components: 

  • Backup operations center 
  • System operator training facility 
  • Data center 
  • Incident command center 
  • Secondary office building to be used in the event of a disaster at the Rutland headquarters 
  • Office space for utility-related meetings 

Other Project components include: 

  • Two 3-phase electric distribution services with power transformers 
  • Two backup emergency generators 
  • Two chiller fans 
  • Eight foot (8') security fence surrounding perimeter of the building

Timeline

  1. Public Outreach

    VELCO project team hosted a public meeting and met with the Town Selectboard to answer questions about the project and listen to community concerns.

  2. Application for Regulatory Approval

    VELCO expects to submit an application for regulatory approval.

  3. Construction

    Subject to regulatory approval, VELCO anticipates construction to begin

  4. Anticipated Completion

    VELCO anticipates the upgraded substation to be commissioned by December 2022.

Advance Notice

The 45-Day Notice package is a detailed project description sent 45 days before filing with the Public Utility Commission to local select boards and other officials to enable community leaders to review and discuss the project’s impacts with residents, and to provide input before the start of formal proceedings before the Commission. The 45-day notice is a requirement of Vermont law and Public Utility Commission rules.

Permitting Documents

VELCO filed a petition for Certificate of Public Good (CPG) and supporting documents, seeking approval of the Middlebury Substation Project on January 17, 2023. This library contains all of the public documents filed with the Public Utility Commission as part of VELCO’s petition for a CPG for the Highgate Substation Project.
